NERVE: North East Regional Visualisation Enviroment

More than 90% of the data for regional organisations such as utilities, local government and emergency services relates to a spatial location. Individual regional organisations therefore create and maintain models of the region in order to support their activities. They are now required to share the data they collect so it can be used for both planning and operations, and national legislation such as the Civil Contingency Bill and the Traffic Management Act has provided an added impetus for organisations to make their data available in a transparent, interoperable environment.

The aim of the NERVE project was to research ways to allow these organisations to share their data in a variety of potential scenarios that could arise in North East England. These included:

  • The coordination of emergency planning activities on a wider geographic scale.
  • The sharing of detailed spatial information relating to risks and resources.
  • Providing a shared view of streetworks activity and sensitive streets to traffic managers and planners.

In considering these scenarios, we developed a prototype system that demonstrated the generation of a centralised, web service-based database, taking geospatial data from other disparate databases and displaying it on an interactive client. This included static 2- and 3- dimensional data and geo-located sensor-based data that changed in real time. Though this prototype system was developed with the North East in mind, the intention was that it could be extended in order to provide a seamless model of the UK.
